Mizoram: IAS officer Lalnunmawia Chuaungo as the new CIC

Lalnunmawia Chuaungo has been appointed as the state’s new Chief Information Commissioner (CIC), the current Mizoram chief secretary who will resign voluntarily at the end of October.

The General Administration Department issued the notification naming Chuaungo as the new Chief Information Officer on October 20, according to an official statement released on Tuesday.

On inter-cadre deputation, Chuaungo, a Gujarat cadre IAS officer of the 1987 batch working in combined AGMUT cadre, took the chief secretary (CS) position in February 2019.

He had previously served as the Mizoram home department’s principal secretary.

Chuango had just requested voluntary retirement from his position, which the Gujarat government granted, allowing him to leave on October 31.

According to credible sources, JC Ramthanga, the current additional chief secretary to the chief minister, will succeed Chuaungo as the state CS.

Chuaungo made headlines before the 2018 state assembly elections when the Election Commission removed him following an allegation submitted by then-state Chief Electoral Officer (CEO) SB Shashank that the former had tampered with the election process. Later, he was the Mizoram home department’s principal secretary at the time.

Moreover, SB Shashank said to have requested the deployment of extra central armed police units, which Chuaungo said to have objected to.

Chuaungo was also charged by the former CEO of resisting the use of Bru voter-identification slips for any reason other than repatriation.

The state administration, political parties, and civic organizations were irritated by Chuaungo’s removal and Shashank’s supposed ‘pro-Bru’ position.

The NGO Coordination Committee, a conglomerate of prominent civil society and student organizations, mounted a state-wide protest on November 6 and 7, 2018, which persuaded the ECI to dismiss Shashank.

However, Chuaungo was greeted as a hero when he returned to the state to take over as CS in February 2019.
