Assam: Blanket ban on bursting & sale of firecrackers by PCB

During the Diwali celebrations in Assam, the Pollution Control Board (PCB) has put a blanket ban on the bursting and sale of all types of firecrackers.

The blanket ban order will stay in force until further notice, in accordance with the National Green Tribunal’s (NGT) guidelines, in order to reduce air pollution throughout the holiday season.

PCB Chairman Arup Kumar Misra said the state pollution control board has also written to all of the state’s DCs and SPs to ensure that the directives are followed. The PCB has also requested state police to intervene in the cracker supply.

“Those who are stocking illegal firecrackers should be apprehended. The onus is on the police and the administration to ensure that the use of firecrackers is arrested, as the PCB only issues advisories and directions,” TOI quoted Mishra as saying.

“Daily action-taken reports should also be submitted to the PCB,” Misra added. However, people can burst green crackers during a two-hour window on Diwali.

“Only green crackers can be sold and bursting is allowed only for two hours during Diwali from 8 pm to 10 pm, during Chhath Puja from 6 am to 8 am and during Christmas and New Year’s Eve from 11:55 pm to 12:30 am. Other than the above specified festivals, prior permission of the concerned Deputy Commissioners of the districts will be required for use of only green crackers for a limited period (not more than two hours) in the state of Assam,” it added.

The state Pollution Control Board directed the District Magistrates, Commissioners and Superintendent of Police to implement the guidelines and asked them to submit their daily action reports to the board.
